An increase in the number of tourists leads to social problems when the tourist capacity limit is exceeded. In rural areas where public transportation is unavailable, tourists are compelled to use automobiles, causing traffic congestion. Specifically, in the historic preservation district of a rural tourist town, characterized by a labyrinth of narrow streets and unplanned public parking areas, both tourists and residents suffer from traffic congestion. This study examines the relationship between the location of public parking areas and tourist spatial behavior to alleviate traffic congestion in the historic district of Izushi, Toyooka City, Hyogo Prefecture. We conducted questionnaire surveys for tourists who used four public parking areas. All tourists walked to the historic district from the four public parking areas regardless of the distance to the central district. It is assumed that tourist spatial behavior may not change even if the central public parking area is relocated to a nearby location.
