| 値 | This paper constructs a general equilibrium model of a small open economy with pollution generated by the tourism industry. The national government issues emission permits and constructs the public infrastructure that has no congestion effect. A stricter environmental regulation, by reducing the amount of emission permits, unambiguously improves the tourism terms of trade. If positive terms of trade effect is sufficiently large, stricter environmental regulation expands tourism sector. Domestic wage inequality narrows or widens, depending on the elasticity of substitution in each industry. | |||||
